This is why tube matching is important even in single ended amps.There can be considerable differences in bias settings for tubes, even new tubes. What you do not know is if the actual output for the maximum current is different between the two tubes, only that one is more sensitive than the other at the settings present in your amp. That your tubes may be used complicates matters as tubes tend to weaken in output over time. The more one tube is used, the less output it may have.
You could (gasp) use a balance control in your preamp.
