I find they are often related to ignorance as opposed to being scams. This guy has good feedback, has a lot of items for sale, and has been on eBay since 1998. All good signs, yes?

I have a feeling it's not knowing what he really has. Heck it's hard for me to tell what I have sometimes, and I deal with tubes all the time. This looks like an honest mistake to me. An email to inform him of the nature of the tubes might be in order.
