The tube will have marginally less emission than at specified voltage but there should be enough spare capacity that it is not a problem. Some designers deliberately do this to prolong tube life - for example David Berning in his EA-230 amplifier ran the heaters at 5.7 V rather than 6.3 V for the 12AT7, 6SN7 and 6JN6 tubes.
