There's a lot more connections to make without using a tapped secondary - some say connections degrade performance. Winding geometry becomes more complicated, etc., etc.
IIRC it was David Manley some years ago that made the statement (in the "VTL Book") that a certain competitor's OPTs didn't use all the windings except at 16 ohms and left some "flapping in the breeze". He was touting the advantage of the VTL OPTs with tapped secondaries. I'm not sure that this bit of advertising-ish info didn't morph into "fact".
I agree with your first statement - both tapped and multiple winding style OPTs can produce great results - or mediocre results.
