static from 1 speaker after power-off

I get short bursts of static from 1 speaker for a few seconds after I power off my integrated tube amp (Jolida 302b). I get the same volume static no matter what I do with the volume setting on the amp, and I even get the static with all sources powered off.
I assume these bursts of static might be caused by tubes cooling down. Am I correct? Are they in any way harmful to the amp or the speakers, or indicative of bad tubes?
