The entire bottom row of sockets aren't lighting up the tubes (of course, that row contains the socket for 12ax7s and EL84s), but the upper rows of sockets are getting the filament voltage. A quick check on the pin 4 and 5 shows there isn't any voltage running there. It seems that the filament voltage is distributed by the socket 24 which goes to the switch matrix (am i saying that correctly?). I also observed that the rest of the sockets are just daisy chained with brown and grey wires for their heaters.

This is a ghetto idea but can I just jump the 2 heater wires over from the upper section to the socket 29? Needless to say, this is the socket that I use the most to test 12ax7s and EL84s. Of course, the sensible part of me says, "there are other reasons i'm not getting the voltage on the lines."

I was lucky enough to have late Chris Haedt refurbish this tester and it's been serving me very well. So, naturally, I'd like to save it. If anyone can offer me some advice, I greatly appreciate it.
