The subject has been beaten to death. Basically, if the tube is not made in England, it is not a real, genuine, orginal Mullard at all. However, since New Sensor and company bought the rights to use the name Mullard, they have the right to use it on anything they want to use it on. Door knobs, Chinese tubes, Russian tubes, and replacement tail light lenses for '71 Oldsmobiles if they wish.
That doesn't make the tubes they might sell under the Mullard name Mullards. Pure and simple.
