A getter flash on the glass is considered ok if black or shiney chrome. Some older tubes such as 211 may have a rainbow color getter flash.A getter flash faded to red color is a tube with many hours use and a milky white color is a tube that lost vacuum. Try swapping the EL34 to another socket as the tube socket pin may be providing a poor connection or simply the tube failed.
