Do all EL-39 tubes have loose bases?

Granted, my sample is small, but I have three EL-39 tubes from two different countries and two different manufacturers, and all of them have this problem. I can twist the base by a quarter inch or so. I don't have this kind of play with any of my other tubes, is this just normal?
