Toss them when your ears tell you to. There is a curious quality of most modern production output tubes, and of Russian made 6550s especially; A new Svetlana 6550C will have nearly 20% higher transconductance than an NOS TungSol. This is a fact borne out by personal experience and consultation with many tube suppliers. What I found this to mean in practical usage was that the cathode emission would decline into weak range before the transconductance did. Further, and this is merely opinion, I think that the metallurgy of NOS tubes is more pure and less likely to poison the cathode after 2500 hours use; this is just a guess. As for small signal tubes, if your ears tell you that they need replacing, drop a new set in, but don't throw the old ones out. Do an extensive comparison and you will hear whether the old ones are spent.
