I think , you have only a bad tube , was this tube a Valvo ;-)?
Please , test this : 305 volts after the choke ( point 43 ) , 295 volts on both plates and -19 volts at point 28 ( the 400 ohm resistor is for the negative grid voltage , I hope , you have the right circuit diagram with all the measure points ) .
If you have more than 19 volts on point 26 and 27 ( the 1 k grid resistors ) then you have a damaged coupling cap ( point 40 and 41 ) .
But the worst case is a damaged output transformer :-(( .
