For $1k, you can probably get both a pre and power amp--assuming you're willing to buy used stuff. I went the Foreplay/ST70 route, and have probably spent less than $1000 total. It's a highly recommendable way to go, both for the sound and the DIY experience.If you have to choose between the two, my experience has been that a tube pre-amp makes more of an impact
