using a resistor on the cathode to maintain bias. There is no adjustment in these amps. You should purchase tubes that are not "hot", self biasing at the upper range of their limits. A reputable tube seller can sell you a matched set of tubes that are close to the design center point of the typical tube type. Nothing inherently wrong with the design.
