Switching RCAs may let you hear channel differences, though this is not the same as getting the phase correct.

1) Take lead from your cable that attaches to the + connector at the amplifier and attach its other end to the - connector at the speaker; then take the lead that connects to the - connector at the amp and attach its other end to the + connector at the speaker. Then do the same thing for the other speaker.

Have your RCA from CD to Preamp match R to R, L to L, then from the Preamp to the amp, the same R to R, L to L.

2) Regarding the tubes, put one gold and one steel pin tube in one channel, then the other gold and steel pin tubes in the other channel. The channels would be the sockets that are next to each other, so the first two on the left are one channel, the next two are the right.

This will give you correct setup and possibly compensate for differences between gold and steel pin tubes. Now evaluate the sound. Only after correct setup can diagnosis start.

Your passive control probably did not switch phase but the preamp does, so step one is essential.
