Anybody who does tube mods could do these... It's very easy to work on the RM-9, quite a simple design.
The only problem is all those big caps don't fit in the cabinet. So, remove the bottom plate and then support the amp on footers or spikes to provide clearance.
If you're going this far, consider replacing the RCA's jacks and maybe the binding posts, and perhaps upgrade internal signal path wiring to silver.
