I think you're approaching this the wrong way. Try different tubes for different sound, yes, but not for more power. Many 2A3 amps will accomodate a 45 tube which sounds very nice but will yield even less output.
To have more volume, you are best to increase this at the speakers with the use of high efficiency types. If you use a passive preamp, switching to an active type may help too. I know you wanted a less expensive answer but efficient speakers are a must if you want it loud.
Before you decide, sit down and listen to your new amp. Perhaps it will be fine for volume. I have an ASL Tulip with 45's installed and connected to 88db speakers through a passive preamp which has a satisfying amount of volume in my 12 X 20 room. I'll eventually get more efficient speakers but for now this set-up is fine.
