You should bias each pair at the same idle current to make a better comparison. That is likely the reason you're seeing the big difference. The EH were probably idling at much higher current. Did you measure the plate voltage with both pairs? I would also suspect that the supply voltage was down with the EHs because of increased load. There will be some difference in output power, but 20W difference is not typical with the same tube type at the same operating points.
