It could be one of the several followings:(1) bad coupling capacitors;
(2) runaway bias on power tubes part, be it pp/se or cathode bias or fixed bias.
(3) bad cathode resistors on the voltage/signal tubes part;
(4) bad small signal tubes/power tubes causing a runaway.
(5) bad filtering capacitors maybe?
