21" woofers just don't sound good--period. That's why there were very few ever produced by a limited number of manufacturers. The amount of physical surface (cone area) creates massive air resistance, and the cone cannot overcome the laws of physics to accurately resonate--especially at higher frequencies.
For a stupid "hack", grab a small dessert plate or saucer from your kitchen cabinet and swing it through the air. Then grab a full-size dinner plate or platter and do the same. You'll feel the difference.
Smaller drivers are limited to the volume of air that they can move, but they can move it faster and more accurately. Larger drivers can volumetrically move more air, but much slower and "sloppy"--the larger the cone, the more flex from voice coil to edge comes into play, as well.
Cabinet design is critical, but multiple 8-10-12" drivers will eat an 18-21" driver for lunch any day of the week.
If all you want is "THUD", go with a 21" driver. If you want "musicality", go with multiple smaller drivers.
