A couple thoughts, the subwoofer is only supposed to produce the signal coming from the low pass crossover. It is a common mistake to judge a subwoofer using broader band signals like a kick drum etc in fact if one picks the low passed subwoofer that sounds most like the drum, you are picking the one with the most harmonic distortion (that better fills in the missing spectrum).
Part B is to remember without an enclosure, the front and back radiations are canceling each other out, leaving the higher frequencies.
If you concern is how low each goes, it is the driver parameters that govern that not the driver diameter.
