I think generally, the sound from one or two good 12" or even 10" drivers is likely to be superior to an 18" or 21" driver. The enclosure needs to be huge and carefully designed and the physics involved with very large drivers is against them. The movement of the cone must be piston-like with no flabbiness / waviness in its movement is vital and this is far better achieved with smaller drivers with large diameter voice coils. The fact that no commercial speakers use 21" drivers must give a clue to their value in a good audio system.
Good luck anyway - I'm sticking with my twin 12" drivers and my earlier systems with twin 10" drivers (Martin Logan, KEF and Avantgarde) offered more than enough good quality bass! My only speakers with 15" drivers was nowhere near as good as more recent ones with smaller drivers
