When you drag your butt on the seat to exit the vehicle (which is virtually the only way to exit), you can build up quite a charge. Since the metal chassis/body of the car is not well connected to ground, you'd get a shock when you touch it after building up a charge. As you discovered, you can eliminate this shock by connecting the car's chassis to ground. You could also have eliminated it by making contact with a metal portion of the car while you exited (when you are making contact during your exit, the connection point to ground is thru your shoes, and thus a high impedance path, and no shock - the skin of your hand to the metal presents much lower impedance and therefore zap!).

I suspect the rubber straps mentioned above are somehow metalicised or otherwise conductive - that would make them effective. I see these used in the States as well.
