The Sonotube (and its clones) that I have seen have a waxy coating on the inside but the outside looks to be just plain cardboard. I might suggest wiping the outside with mineral oil then coating it with shellac to act as a sealer. I suppose you could paint the tube at that point or wrap it in veneer, but it might be pretty difficult to cover the seams in the outer wrapping. It's likely they would telegraph through the veneer as well. Depending on the diameter of the tube, you might also be able to wrap it with laminate material. Then there's the old standby of a cylindrical sock made from suitable cloth, stretched tight, with wood caps on each end of the tube.
