Break them in!

These surrounds need to be broken in. Your old ones sounded good partly because they were well broken in and, once they started rotting, almost "not there" not providing resistance.

If it is possible for you, I would put a test tone of LF, or play a CD with lots of bass, and turn it up loud and leave it on for a while. Really give the new surrounds a workout so they loosen up.

One thing to also check is to make sure none of the glue used to apply the surrounds, make sure that none of it has soaked into the foam/paper making it rigid.
