His recommendation -- 30 W triode -- is excellent. Few transistor amps sound right into Quads. Don't know what you mean about "hold the static charge." Plug them in, and they should begin to sound in about two minutes. leave them plugged in all the time (except during electrical storms); the power drain is minimal. Being careful with the volume is a matter of not arcing the speakers. These speakers are incredibly directional. I can offer an explanation if you want. Set the speakers up so that all eight corners (the for courners of each speaker) are as close as possible to the center of your head in your listening position. If you do this you will discover an incredible image, and moving at all changes the image dramatically, and for the worse.
Unlike some, I highly recommend using an electronic crossover and woofers. keeping bass out of the quads, which can't reproduce bass much anyway, lets them play much louder, which is an issue with these wonderful, quirky speakers. I cross mine over at 90 Hz, but play around.
Good luck and great listening!
