Filter cut-off frequency

I want to make a high pass 70Hz opamp filter, using 2 second order filters cascaded together to give me 24db/octave. Given that all the calculations come up with values for the -3db level, what frequency should I begin with to have the attenuation START at 70hz, rather than starting higher and being already 3db down at 70hz. There is no corresponding low pass filter to go with this - I want everything down to 70hz (and as little as possible below) to find its way to the speakers (the design has them going over xmax at 50hz).
