I recommend a AV receiver, they range in price from next to nothing, to 'are you serious' but with an AV receiver you'll get a remote to control your volume, and you could later add the surround speakers if you want.
As far as speakers you need to decide between small "stand mount" type and floor standing speakers, then look at buyers guides to find inexpensive speakers that aren't awful sounding and figure out what you should spend on them.
