Actually, I believe in general smaller tweeters have better off-axis response

...though so much depends on materials used, implementation (crossover) and the design of the speaker. But in general, yes, a 1" tweeter should have a little more power handling capability than a 3/4" tweeter of the same design. Both can sound unnaturally bright under the wrong circumstances, as in a poorly designed speaker or an incorrectly replaced tweeter. You cannot assume the difference in size has anything to do with the natural sound capabilities of the driver.
