You measure them (for various parameters). To DIY, you will need a couple of multimeters, a signal generator, a frequency counter, & some home-made jigs. Vance Dickason's Loudspeaker Design Cookbook, 6th edition, is on sale @ madisound.com for $11 & tells you how to do it. The 7th edition is now in print for $35.
