sure they are. The tuning frequency is where the single resonant peak in the impedance curve is. You are correct; you can modify the design a bit with damping material. But you need to be judicious. Too much damping will chocjk a driver(even more so in the mids, by the way). In a closed box volume, Vas, Qts, and driver free air resonance are interelated to give a box F3 and Qts.
