The symptoms you describe sound like the tweeter voice coil has separated from the former. This can happen if the tweeter was driven to overheating. Test tones should demonsttaye an buzzing at certain frequencies.

The most expenditious thing to do is replace the tweeters. Obtain the exact tweeter brand and model and replace both tweeters with new ones. If the specific model is not available, you should be able to find a close match as thousands of tweeters are availble on line. The manulfacturer may be able to provide you with replacements. If you have the tweeter's SPL, nominal impedance, QTS and Fs a similar model with matching spec should work. Insert an L-pad into the tweeter circuit to fine tune the level.
