dumbing down drivers?

I'm using a Raven R2 in an MTM system with a pair of drivers that are close to the ribbon in efficiency. I made this choice in part because I've read that it's not a great idea to try to use drivers of significantly different efficiencies. The issue evidently relates to the undesirability of bringing the tweeter down to the efficiency of the other drivers by the use of extra resistance [talking passive Xover here].
If I'm right here what exactly is it that the extra resistance does to the response of the tweeter?
Would a non-passive crossover of some sort counter this problem?
