I haven't personally heard the Proper box, but based on their Lester Young box, I'd stay far, far away. (They "borrow" from some very variable sources.)
While again I haven't heard it (I have the recent Savoy/Warner box), based on reports and my own experience with the label, the Definitive boxes of Parker may be a more sonically-reliable budget choice.
