I was always under the impression that it was Tony Banks that turned the band away from its early progressive roots. Banks wrote the lion's share of the band's music, so I've always assessed principal blame for the band's decline to him. Though it became pretty clear that Rutherford and Collins didn't have many, if any, objections.The first few post-PG albums (Trick fo the Tail, Wind and Wuthering, Seconds Out) were very good, and a continuation of the earlier sound and approach, but things were never the same after Steve Hackett left.
But "Lamb," "Selling England" and "Foxtrot," now those were truly great albums.
