Heifetz was unique. There was nothing like him before, and no one since. Yes, violinists appreciate his qualities more than the listening public. Heifetz playing a showpiece like the "Introduction and Rondo Capricioso" was nearly pointless, since his technique went so far beyond the technical demands of the music.
He concertized so much he often gave "standard" performances that were musically uninspired. When required or goaded to his best, he was an interpreter without peer. Go back to his 1917 debut sides on 78's and be astounded. Try his work in the 1930's (Brahms concerto with Koussevitzky!!) and be amazed. Listen to his Tchaikovsky with Reiner/CSO and understand how noble and exciting the work could sound.
