An "arrangement" means that someone, in this case Busoni, has taken a piece by someone else, in this case Bach, and redone it. If it is pretty much an exact copy, just for some different instruments, it is called a "transcription." Often arrangements go far beyond this, changing the length, sometimes even the harmony as well as the instrumentation.
