I assume we are talking about Caroline "Lina" Astor, of the Social Register list of 400 old-money rich people.
She was demented for many of her final years, and died in 1908.
Whereas, the word "Tango" first was used in New York City in 1911.
And, I recall that she was a horrible snob (DUUH) and a prude and very disapproving and she had a huge grave marker.
Now, the other alternative is the wife of one of Mrs. Astor's relations who left the US for the UK, in view of her disapproval, IIRC.
That was "Waldorf Astor." He married a divorcee, and when he moved up in British society, she became "Lady Astor," and she subsequently won his former seat in Parliament.
She was legendarily witty, so perhaps it was the Lady rather than the Mrs:

Lady Astor is also said to have responded to a question from Churchill about what disguise he should wear to a masquerade ball by saying, "Why don't you come sober, Prime Minister?"
