As I and others have posted elsewhere (see Amplifiers, Tubes, Tube DIY and Vintage) the Output transformer is designed to match the output of the tubes to the input of the speaker. As has been stated, speaker impedance is a function of frequency, and so is not a monolithic or stable measurement/value.
You CAN run your 11Ohm speakers from the output taps on the SFS-40 as provided.
Usually tube amps (with Output transformers) have multiple taps, such as 2, 4, 8; or 4, 8, 16. The idea is to provide options to 'best match your chosen speaker' for example, an 11 Ohm speaker with an amp offering 4, 8, 16 Ohm taps might sound best with the speaker attached to the 8 ohm taps - but I would try the 16 ohm taps to make sure. the difference will be in the volts / amps available at each tap based on the speaker load.
However every tap will work.
