It really depends. Nothing that we've done recently changed anything in that regard. In working on the new responsive code base, we're re-writing the entire posting code and I'm hopeful. Currently, the issue isn't necessarily diacritical marks, but how 8 bit characters are encoded. Windows encoding is different than UTF-8 and it gets complicated quickly.
