Yes, it can have actual "meaning"...

Sometimes music is made so that it resembles sounds or sound patterns that many (or even most) people living at the time the music is released will recognize as a feature of their environment or as being symbolic of something real. The composition as a whole can then be organized in a way that constitutes "musical illustration" and/or "musical storytelling", at least to some degree. But I'd say that most of the time when music has "meaning" for the listener, it is subjective meaning.
