Punk rock was an uprising, and anarchy against an establishment, especially in the UK. When an economic downturn and austerity moves on the part of the prevailing governments meant many youths had no means of employment. The music and movement were ways to vent their rage against the establishment.
Steampunk on the other hand is an art movement that embraces early industrial revolution motifs.
Quiet different.
