Several things are happening

A long time ago - like 30 years or more - a "full season" was 39 episodes. Over time, that number has gradually shrunk so that a typical show now produces only 20-22 new episodes per season. Some are doing even fewer episodes and either starting later in the Fall, ending earlier in the Spring, doing two short "half seasons" with a break in the middle, or mixing in reruns.

There are a number of reasons for this. One is that production has become a lot more elaborate. And on an hour-long show like "Lost" this means it would be impossible to do as many episodes as before. (Two episodes of "Lost" require as much shooting, on location, as the typical full length feature movie.) Another is that the stars' salaries per episode are now astronomical: $1 million plus, in some cases.

Furthermore, the networks are increasingly hedging their bets with new shows. They commission perhaps six episodes, and run them during the "breaks" between established hit shows. If they are popular, they order a full season's worth for NEXT season. If they tank, then it's easy to kill them without having lost much.

So yes, your observation is corrrect. They're doing it, it is annoying, and there's not much we can do about it except record everything and watch at our convenience.

At this point, about the only "series" shows we watch regularly are:

The Simpsons
Two and a Half Men
30 Rock
Lost
Desperate Housewives (my wife, not me usually)

Off and on, we also watch:

House
Boston Legal
CSI (Vegas)
Numbers
Scrubs
