can a 220v preamp be converted to 110v?

I am thinking about purchasing a headphone amp/ pre-amp from a Chinese company. They sell their 220v unit with a 110v adapter for the US market.
Is this all it takes for it to work in the US or will the unit not be operating up to spec?
