Seems like Y rating is safer since they can only open circuit, someone below said: "There are also Y-rated caps, for line-to-ground service, that are only supposed to fail to an open-circuit condition. "Both mouser and digikey have X and Y rated caps, no min. order on Mouser. A few months ago I bought a big bag of X rated caps at the surplus store, can send you some for free if you email me (and can look up the values) they are old/surplus so if you want something shiny and new you won't want these.
