IMHO, the best advice yet

First, the reason that you should tilt your budget towards speakers is that they exhibit far more variations in sound quality than electronics or CD players.

Modest goals are a good thing. That is, be modest in your expectations of how loud you're going to play the music. "Concert levels" cost money. Be modest in how much bass you're going to have (the last octave from 20 to 40 Hz is very expensive!), and you can, always buy a subwoofer. Some years ago, I bought my daughter the little 20 watt NAD receiver (no longer made), a pair of Paradigm Mini-monitors and an inexpensive Marantz CD player for less than 1/2 your budget . . . and the result was very satisfying.

And matters of taste are very important. I would be very tempted to buy a pair of Magnepan MMG speakers, which the company sells only direct. They will not play loud in a big room, and they do not have a lot of low bass. But they will sound "natural" and never fatiguing or harsh. I think they are $350 for the pair. Their only limitation is that they can't be shoved in a corner or up against a wall. A 100 watt integrated amplifier from Rotel or NAD will sound nice with them. If you want more bass, there are a number of inexpensive, subwoofers that you can add from ACI and Audire. Just be sure your integrated amplifier has a "preamp output."

Your priorities may be different.
