My advise is to reconsider your exclusions .... do you know for a fact that the building's central air, laundry room, fire system, building "elevator music" system, office equipment or neighbors' home office(s) .... are not causing the noises?

... and of course it could be other outside sources. You could be in a microwave tower signal path or Miami Vice could be bugging your neighbors.

" ... The power transformer outside the condo is nearly brand new. ..." ... and replaced the one that failed? Even of the whole block is "brand new", a fresh coat of paint on an older grid transformer ... ....

Those Noise Harvestors can be pretty good indicators of all manor of external load shifting on your local grid. If you know your power company's general policies of "built to suit", based on loads v. compalints, you might discover that the local grid switch / sub station / overloaded transformers are kicking in and out based on area damands and dumping noise on your power line(s). Not much you can do about it except maybe buy more Harvestors. (I can tell from my office when the shop down the street cranks up their arc welders = my whole system blinks, so I've built special filters.)
