The increase in fuel consumption is due to the front tires pushing water out of the way. Take a close look at the other cars on the highway and see how far water is spraying forward of the front tire on a wet road.Also if the tires are spinning causing the engine to rev harder you will see increased RPM on the Tachometer. There will be no difference between wet and dry at steady speed on the cruise control.
