Yes, when people say they live in the Mo'e, they are referring to the Fillmo'e. This area probably bottomed out in the late 80s. The turning point was converting the Pink Palace into senior citizen housing. So while all the other SF neighborhoods deteriorated in the early 90s, the Mo'e is one of the few that turned around. It's been slowly getting better since then.
