RE: Budget CD Player Options

Fearing that I would lose the ability to play CDs, I purchased a Tascam CD player. It's a robust unit, built for studio and road use. It works very well. As it happens, I use an external DAC (it was both optical and coax outputs). With a reasonably priced DAC (e.g., SMSL), the Tascam should fit within your price range.
