Can you get your digital without using a computer - apart from control of course?

PCs are never the best way and there are loads of stand-alone streamers that will do the job better than a PC - although they included certain elements found in PCs.

Also, can use some other way of getting your digital signal to your DAC than USB? Again, USB is basically a computer protocol and, although many DACs are happy to accept data via USB, there are better ways to carry this - AES/EBU probably the best and with no length limits.
